An older supervisor for the Sheriff's Department, Sgt. Baxter is clearly very comfortable in his position to the point that he has a reputation for being overly handsy with female arrestees. Sgt. Baxter is decently muscled and bulky with a nearly bald head and a grey mustache. He generally wears a lecherous grin and uses his power to his own ends.
